Get TikTok managed capacity

Check advisory Managed Keys capacity for an additional distinct TikTok Direct Post creator. No account ID is required. Existing active creators can still post when available is false. BYOK and inbox uploads are outside this check. Availability does not reserve capacity or guarantee TikTok acceptance. With multiple managed apps, true means at least one has room, not necessarily the app used by a particular account. When exhausted, retry_after_seconds is an advisory wait before rechecking. Responses are never cached; unknown accounting returns 503.
